new receptacles

Hi everyone...

I am upgrading the receptacles in my kitchen and need to run new wire. Without having to remodel the whole house (Ahhhh!!!lol) the only place to run wire is inside a bulk head that contains a heating duct. there is a metal cover attached to the joist running above the actual duct work with a perfect cavity that would allow easy fishing of the wires. is it safe to run the wires through this area?
